Monthly forum: EU Pillar of Social Rights: the mirage of a social Europe?

On 8 March 2016, the European Commission launched a broad consultation on the outlining of a European Pillar of Social Rights. The outcome of this debate should feed into a 2017 EU White Paper on the Future of the European Union. The initiative of the Commission embraces the entire social acquis communautaire (particularly in regards to workers’ rights) to make them ‘future-proof’, currently only for the Eurozone. In so doing, the Commission embeds the European Pillar of Social Rights into the Better Regulation semantic. Defined as an ‘economic necessity’, furthermore, the Pillar undoubtedly aligns with the current economic approach to the labour market and labour law.

After a brief presentation of the communication’s content, the ETUI Monthly Forum intends amongst other things to address the challenges of the impact of the economic analysis on labour law in Europe and on the social acquis communautaire. It will also investigate how best the trade union movement and NGOs working in the social field can appropriate this initiative to reinforce and possibly boost the social acquis communautaire.

The Monthly Forum is therefore the first event in a forthcoming series of activities to be launched by the ETUI to reflect on this new initiative, particularly in terms of its nature, content and impact on labour and social rights. It also aims to clarify the relationship of this initiative with the existing social acquis communautaire and to contribute to strengthening of the role of international rights instruments in the interpretation and implementation of fundamental social rights in the European Union.
