ETUI service about EU funding and transnational projects for trade unions revamped

The SETUP (Support for European trade union projects) service, previously called EU Information Service, was first designed as a tool for trade union organizations providing various kinds of assistance with regard to the strategic use of European funding through transnational projects thereby strengthening cooperation and exchange in trade union activities. The service is now being restructured to take account of the stronger integration between the 3 ETUI departments (Education, Research and Health and Safety), as part of the ETUI’s mission, and of the new visibility strategy through the ETUI website.

What is SETUP?

SETUP (Support for European trade union projects): revamp of the ETUI service about EU funding and transnational projects for trade unions.

The service, previously called EU Information Service, was first designed as a tool for trade union organisations, with a mix of on line and off line elements. It has been providing various kinds of assistance, in a field which at the start was relatively new for the trade union organisations, namely: the strategic use of European funding, through transnational projects which could possibly strengthen cooperation and exchange in trade union activities.

The service is now being restructured to take account of the stronger integration between the 3 ETUI departments (Education, Research and Health and Safety), as part of the ETUI’s mission, and of the new visibility strategy through the ETUI website.

SETUP is seen as a strategic tool for improving the quality of the services provided in the information, training and assistance of trade union officers in topics related to trade union activity, such as: lifelong learning, socio-economic research, migration, globalisation, sustainable development, equal opportunities, working conditions, and non-discrimination. New geographical areas of interest will look at the Candidate countries and at the PERC countries.

Information

SET UP will continue including a substantial online section as a “one stop shop”, which provides:

  • up-to-date information online about EU grants, organised by topics of interest to trade unions, with a list of open calls for proposals;
  • a newsletter – “SETUP News” (previously Trainers’ Digest) published on an occasional basis and highlighting particular Calls for proposals and other EU funding opportunities. The newsletter can be downloaded from the website but also can be delivered by e-mail on subscription;
  • links to useful EU websites, including newsletters and information centres.

Training

SETUP will keep organising transnational training activities about particular aspects of EU funding and project work.
The transnational courses on project management, very successful in terms of recruitment, have been becoming more and more a cornerstone of the Education department. Building upon previous experience, they will be developing new methodologies aiming to offer recognised skills for trade union managers.

Part of the SETUP training section will also be the continuous delivery of seminars on the European Social Fund, the EU budget lines on health and safety and on Social Dialogue, in cooperation with the ETUC and the European Commission as an essential part of the strategy in support of ETUC and ETUI affiliates.

The training activities are supported by:

  • A Publications section, offering manuals and handbooks to help trade unionists with designing and managing European projects. The manuals are all downloadable from the web site and include: The Life Long Learning Programme: a handbook for trade unions produced in cooperation with ETUC, available in English and French;
  • Trade Unions and Transnational projects: a guide to managing European training projects, now at its 7th edition, available in English and French (previous version were available in Bulgarian, Croatian, Czech, Finnish, Hungarian, Italian, Polish, Romanian, Russian, Slovak, Slovenian, Spanish);
  • The European Social Fund 2007-2013: a handbook for trade unions, produced in collaboration with ETUC, the handbook provides information on the structure of the ESF 2007-2013, focus on the role of the social partners and presents the pedagogical material used in the relevant training activities on ESF.

Assistance

Assistance will continuously be given through:

  • Information days: the SETUP Education officer Silvana Pennella is available to organise ad hoc activities of information days for national confederations and European industry federations about particular aspects of EU funding and project work and search of partners.
  • Individual advice on project ideas and applications, search of partners, choice of funding, tips on management
