Panel 5 Employment in the service sector in the era of austerity: is deregulation inevitable?

For the last few decades, the services sector have been the main source of job creation in Europe but the sector has been traditionally demonstrating a low productivity growth potential. This has led to challenges for EU governments in terms of full employment, earnings equality and (public) budgetary restraints. The EU has put budgetary restraints but also the acquisition of higher skills at a premium. Is this an inconsistent strategy? Under what conditions can budgetary restraints be combined with the creation of high quality jobs? Are there one or more policy paths in that direction?
