Priority 3: Sustainable development and industrial policy


Adaptation to climate change has/will have an impact on regions, cities and communities, with specific sectors and workplaces particularly affected. The focus of the training course will be on adaptation consequences for employment and working conditions. As a transversal issue, the gender dimension will also be addressed.

From 2021 onwards, EU Member States are required to report on their climate change adaptation plans and strategies, aligning their timelines with the Paris Agreement.

As part of the course, we will:

  • Analyse the consequences of climate change and adaptation for society at large from a trade union perspective.
  • Identify sectors and jobs that will be especially affected, the associated consequences and trade union demands for these sectors. In doing so, the gender dimension will also be considered.
  • Identify OSH needs in sectors such as emergency services, agriculture and the building sector.
  • Relate to EU and ETUC work on climate adaptation.
  • Draft climate adaptation action plans, taking all dimensions into consideration (OSH, social protection, adaptation of tasks, increase/decrease of employment, needs of communities, etc.)

  • Know the role and demands of trade unions with regard to current measures to adapt to climate change;
  • Be able to foresee the employment, working conditions and OSH consequences of climate adaptation;
  • Be able to relate local and national trade union activities to the EU level;
  • Be able to include the trade union dimension in the design and implementation of climate adaptation plans.
