Transnational Company Agreements (TCAs) are increasingly considered an important and innovative tool of industrial relations at a transnational level. This new social praxis shadows the emergence of multinationals (MNCs) operating as key players in the global economy. This takes into consideration the fact that the number and influence of MNCs is unprecedented, leading to a “governance gap” between the global economy and social regulation.
In order to address some of these issues, a “European action on TCAs,” (EURACTA 2) has been conducted by a network of economic and social research institutes, trade unions and universities, from European countries. The project was coordinated by the Italian institute Associazione Bruno Trentin which like some of the other partners such as the Fundacion 1° de Mayo, IRES, ISTUR (Bulgaria) and IRES Emilia Romagna, is member of the TURI network.
The project aims at improving the understanding, exchange of experience and expertise among European social partners with regard to the role of the TCAs. The network carried out an in depth and empirical survey of TCAs focusing on their negotiations, issues, implementation and impact in the different local contexts and on national industrial relations. A practical guide for workers’ representatives who are faced with the challenge of negotiating such transnational agreement has been elaborated.
Based on a series of 14 case studies in seven MNCs in seven European countries, the publication shows the important trends in the negotiations and suggests good practices to achieve success.
