Background
Upon completing his doctorate in law at the European University Institute in 2003, Samuel Engblom joined the Swedish National Labour Market Board, and then, in 2006, the Swedish confederation of professional employees TCO, where he worked in various capacities (including as policy director). In 2021, he became State Secretary responsible for higher education, research and space policy, a position held until Autumn 2022. Throughout his career, Dr Engblom has also held various positions in academia, the ILO, government and chaired two separate government Inquiries on 'Disability benefits and benefits in relation to rehabilitation' (2020-2021) and on 'Non-profit providers of welfare services' (2018-2019). He has published widely in English, Italian, French and Swedish language journals and edited volumes, on topics as diverse as the regulation of the single market and social rights, employment status and non-standard work, posted workers, free trade agreements, and migration
