Europe’s energy intensive industries and regions are facing the huge challenge of a restructuring process towards a resource and energy efficient sustainable economic model.

For one of Europe’s main industrial hubs, the Ruhr region, this transition took forty years and in many ways this can be seen as a success story. An ETUI study prepared for the ILO goes through the main stages of this process, examining the role of policies, institutions and main actors, trying also to identify critical moments of success and failure.

To what extent can the restructuring process of the Ruhr area from material and resource depleting economic model towards a knowledge based green economy stronghold, be seen as a model case? Can this development be seen as an example for other regions in Europe and more importantly can this pattern be followed?
