The Fundación 1 º de Mayo is a private, non-profit organization, founded by the Spanish trade union Confederación Sindical de Comisiones Obreras (CCOO) in order to become a reference of critical thinking on economic, social and employment issues, and therefore, to deepen study, reflection and debate on topics affecting workers, citizenship and unionism itself.
The main activity of Fundación 1º de Mayo is to promote the study and debate on major social, economic and political issues that affect workers and topics such as industrial relations, employment and working conditions, equal opportunities, training, social protection, migration and integration of migrants, and improving the quality of life.

ISTAS was founded in 1996 by Spanish Trade Union "Comisiones Obreras" (CC.OO.) and is part of a collective effort to achieve a society of free and equal citizens based upon solidarity, fair social progress and environmentally sustainable development.

ISTAS is a technical and scientific organization and it works in conformity with the following principles:

  • Service to workers

  • Technical and operative self-management
  • Correspondence with Spanish Trade Union "Comisiones Obreras" (CC.OO.) goals and strategies

ISTAS’ legal status is that of a non-profit, self-managed labour foundation supported by Spanish Trade Union "Comisiones Obreras" (CC.OO.), under the authority of the Ministry of Labour. Registration data can be reviewed in the document: Legal and Fiscal Identification.

Guidelines, work plans, accounts, financial statements and management of the foundation are supervised by a Board of Directors that also sets the priorities and tasks and approves budgetary assignments.

Areas of expertise and competencies

ISTAS offers technical advisory and assistance to the TUC CC.OO., both at national directing boards and regional organizations levels. It works in close cooperation with trade union’s health and safety and environmental managers and experts in both national and regional boards.

ISTAS cooperates in its field of expertise with the following CC.OO. foundations and organisations:

  • FOREM (Foundation for Training and Employment) and the National CC.OO. Union Training Centre (with respect to training programmes);
  • Foundation “Peace and Solidarity” for international cooperation projects and support to trade union organisations in Africa, Latin America and Asia;
  • And with the Foundation “Primero de Mayo” for research on the new challenges faced by trade unions.

ISTAS also cooperates with the International Labour Foundation for Sustainable Development SustainLabour.

ISTAS performs different tasks to support CC.OO. actions:

  • Advisory in the preparation of meetings and documents to be submitted to the Ministry of Labour and Social Affairs, Ministry of Health care, Ministry of Environmental Protection, Ministry of Industry and Energy, as well as for the advisory bodies, particularly the National Commission for Health and Safety at Work, the Environmental Advisory Council and the National Climate Council.
  • Drafting of documents and protocols for union action
  • Participation in EU work committees
  • Participation in international meetings and debates in the line of CC.OO. cooperation initiatives, especially in Latin American and Caribbean countries.

ISTAS intensifies trade union representatives' capability especially that of health and safety reps. Given the role of safety reps and the rights they are entitled to by the Occupational Health and Safety Act (LPRL), a great part of ISTAS' activity has focused on providing information, training and advisory to safety reps as well as the necessary tools for trade union intervention at the workplaces.

ISTAS is also developing new instruments and resources to support new forms of representation adopted by some regional and sectoral agreements, like the environmental reps.

Short Description

The foundation bears the name of Francisco Largo Caballero as a token of gratitude to what he has done for the trade union movement in this country. The foundation was formed in 1978 by members of UGT and ever since, it has been open to people or institutions that are interested in the study of social conditions, aiming at improving the lives of the most downtrodden in society and to encourage the discussion of progressive ideas. Another purpose of this organisation is to give society (including investigators, scientific community etc.) access to UGT´s archives and documentaries.

The work carried out by the foundation in its early years consisted in mainly recovering historical documents with regard to trade unionism from all over the world, such as the UGT archives in exile. This has helped the reconstruction of the historical memory of the worker movement, and has helped to build one of Spain´s most important research centres on the subject of the history of the trade union movement.

The Foundation also has an active presence in Spanish society promoting investigation, debate and the exchange of different ideas over trade unionism and issues such as equality, solidarity and social justice within the worker movement. The foundation also organises meetings, and lectures in which experts can disseminate their publications on social problems, and encourages discussions on culture and socialist theories.

The Foundation has several main objectives being to encourage, promote, and support culture and discussion on union matters, with a focus on those indicated below:

a. The recovery of the historical memory of the "Unión General de Trabajadores", and its storage (as well as its expansion) in the historical archive.

b. Recognition and remembrance of the key leaders of the trade union movement, especially that of Francisco Largo Caballero.

c. The investigation and development of projects related to industrial relations, unionist sociology, historical studies, marginalized members of society, health and safety at work and the environment.

d. International cooperation geared towards the modernization of more underdeveloped countries especially in the Mediterranean and in Latin America searching for the possibility to create new international links which allow us to carry out coordinated measures and to share information.

e. Collaboration with the academic world especially with universities, through special agreements, in order to carry out joint activities.

f. The desire to face people in public to discuss the above, rather than the usual debates and discussions behind closed doors.

The composition of the Board reflected the will of UGT to open to society. In 2009 the Foundation reorganised the composition of the Board.

The funding of the foundation comes for a big part from UGT, the rest of its financing comes from projects, issued for example by the Ministry of Labor and Immigration.

The staff now includes 9 people mostly with university degree in archives, history, political science, psychology and philosophy. It has a flexible external structure of working teams giving the possibility to realize the research programme and respond to ad hoc requirements of trade unions, other social partners, research institutions and other national and international organizations. The researchers are a consolidated group of experts.

The Fundación Francisco Largo Caballero and the Public Policy Program of the University Pompeu Fabra, directed by Vicenç Navarro, have developing this line of collaboration -since 2004- in research and publication (3 volumes, in 2009 the last one).The study gives a comparative analysis at European level of the Welfare State, under different disciplines, topics of health, social protection, quality of life, education and labour market, etc.

The challenges of equality (2008-2009). Dir. José María Zufiaur

This study published in 2009 analyzes the factors of inequality and discrimination in our labour market. The study aims to also address the issue of equality in a double slope: from the labour side and the angle of employment. It is analyzing three indicators that show the degree of job satisfaction:

1. The point of view of its content

2. The side of compensation or remuneration for the work done

3. The prism of recognition at work from others.

The migration of historical memory in the age of citizenship, directed by Antonio Izquierdo Escribano aiming to analyze the impact of Historical Memory Law in the spanish emigrants.2010

On requirement of the UGT’s Confederal Secretary on Equality is scheduled to be starting in 2010 a new research project as target the preparation and follow-up of a set of indicators related to the phenomenon of migration.

Conference of development and deepening of the manifesto "Work, basis of sustainable economic growth"

The FFLC commissioned by the UGT’s Confederal Executive Committee coordinated collection of more than 750 signatures economists, professors and teachers of law of the work labour lawyers work, sociologists, etc. to characterize the economic crisis and the progressive exits, leaving to step of other favourable regressive reforms for workers manifests. Together with the Fundación 1º de Mayo has organized a public presentation of the manifest pointed out, on June 2009. The project is organizing in 2010 by two foundations a Conference of development and deepening in the arguments expressed that manifest, with the intervention of experts and the two Secretary-Generals UGT and CCOO, as a contribution to the ideological battle raised into the outputs to the crisis and the unemployed, productive model change, and for the dissemination of the union proposals in the social dialogue.

Research project: New productive model

Items of the study:

- The shortcomings and weaknesses of our current production model.

- The role key of the educational system in the productive model and for the labour insertion.

- The low productivity of the Spanish economy, origin, in turn, our low income per capita and the need to increase the size of enterprises and its capacity to adapt to changes in a global environment.

- The successive and numerous labour reforms given in Spain and the necessary approach that must be given a new that could undertake, in the context of agreed reforms productive model to give the labour market, as a condition for increased stability of the productivity.

- The contribution of the system of social security to the out of the crisis. - The necessary recovery of the centrality of the work and improvement of it’s to change the productive model quality.

Occupational diseases and their costs in Spain

It is a study team of Gregory Rodríguez Cabrero, professor of Health Policy Analysis of the University. The topic is the prevention of occupational hazards, relating to professional contingencies and the qualification and registration and their impact on the national health system for consideration as common disease.

In this context, the Foundation Francisco Largo Caballero raises the proposal for a study the situation of poverty and social exclusion in Spain. Especially focused on poverty risks connected with employment and social protection systems, services of general interest (such as health or education) analysis and social assistance. The study would be based on secondary, both national and international sources.

This research project conducted by Jordi Sevilla and a team of multidisciplinary experts in legislation and taxation (law, economics, sociology, etc.) analysed the demographic problem and the future of pensions from the perspective and analysis of the measures to be taken in the policy of income in Spain.

Worker´s participation

2010

Problems of workers' representation in business organization.

Director Fernando Valdés Dal-Ré with the collaboration of Spanish Ministry of Labour and Immigration.

This research project published in 2010 has two objectives. On the one hand, analyze the social and legally typical ways of representation workers in business organizations, detecting the limitations and shortcomings of the same to ensure an exercise cash of the rights of participation of workers in the framework of new forms of economic activity. Another, to examine measures taken by national and European legislation as well as collective bargaining to these mismatches, studying of special representation modalities which aim to ensure the maintenance and, if possible, empowerment, in this new economic order, one of the pillars of the Social State and democratic of law.
