Short Description

Institute of Public Affairs (IPA) is a leading Polish think tank and an independent centre for policy research and analysis, established in 1995. Our mission is to contribute to informed public debate on key Polish, European and global policy issues. Our main areas of study include European policy, social policy, civil society, migration and development policy as well as law and democratic institutions.
The IPA has a team of in-house researchers/policy analysts and an extensive network of associate experts from academia and other paths of life. We publish the results of our projects in research reports, policy papers and books, which are broadly disseminated among members of parliament, government officials and civil servants, academics, journalists and civil society activists. Every year the IPA hosts dozens of conferences, seminars, round tables, workshops and other events with the participation of key policy and opinion makers. Our experts regularly comment on current policy issues in printed and electronic media.
The IPA works with key international institutions such as European Commission and Parliament as well as OSCE, Council of Europe and Community of Democracies. The Institute carries out its activities via five major programmes: Social Policy Programme, Civil Society and Democracy Programme, European Programme, Migration Policy Programme, Gender Equality Observatory Programme.

IPA’s Mission:

  • To elevate the quality of Polish and European public debate, to make it merit-oriented and focused on problem-solving and knowledge-building
  • To initiate new topics of public debate and popularise innovative approaches to public issues
  • To develop mechanisms that aim to engage individual citizens and groups of citizens in public debate and other forms of active participation in public life
  • To enhance the quality of public policy in Poland through initiating legal and institutional changes

IPA’s Vision:

  • Citizens: well-educated, aware of their rights and duties, having a sense of shared responsibility and involved in public life
  • Polish society: open (tolerant, inclusive), active, unifiable, affluent and European
  • The Polish state: democratic, deliberative, law-abiding, modern, efficient, able to set short and long term objectives, citizen-oriented, partner-like, transparent, active, accountable before the international community

Areas of expertise and competencies

Social Policy Programme:

The Social Policy Programme deals with the shape and implementation of the European Social Model in Poland and other EU Member States. Our main focus is put on strengthening social dialogue and counteracting various forms of social exclusion. The main areas of expertise include:

  • Social dialogue
  • Industrial relations and working conditions
  • Social policy systems: social services, employment services, pension system, family policy
  • Inequalities and sustainable development
  • Energy poverty
  • Green economy and social economy

European Programme:

The European Programme focuses on the analyzing of the current Polish European and foreign policy as well as on monitoring the work of the European institutions. Our aim is to create a debate on European issues in Poland and to propose needed actions in the Polish foreign and European policy. We comment on current events in the European Union and formulate recommendations for the decision makers in Poland and on the European level.

Civil Society and Democracy Programme:

The program focuses on both civil society and democratic institutions problems. The mission of the program is to promote active citizenship, strengthen voluntary sector and enhance co-operation between citizens and public administration. The Program implements projects concerning:

  • Rule of law
  • Transparency of public institutions and democratic procedures (ie. elections)
  • The voluntary sector in Poland
  • Co-operation between the voluntary, public and private sectors
  • Civic dialogue and public participation
  • Promotion of citizens involvement in the public sphere.

Migration Policy Programme:

The Migration Policy Programme is concerned with the problems of Poland's relations with neighbouring states as well as the eastern policy of the European Union. The main fields of the programme's activity are:

  • Systems of refugee integration in Europe
  • The consequences of the implementation of the Schengen acquis for the CEE countries
  • Return migrations and repatriations in Central Europe
  • Free flow of labour and the globalisation of labour markets
  • Poland's role in EU eastern policy
  • The popularisation of the experience of Polish transformation in other CEE countries

Gender Equality Observatory Programme

Gender Equality Observatory is a new Programme in the structure of IPA aimed at gathering all efforts taken by the Institute towards equalising chances of men and women. Our goal is to analyse, monitor and promote gender equality in Poland and Central and Eastern Europe. The group of experts specializing in constitutional rule of equity monitors legislative work, governmental activity and actions taken by public administration. At our website you will find opinions and comments concerning not only Polish legislations, but also international law. We will also inform about the stand of Polish government towards international legal acts concerning gender equality.
