Transfer stimulates dialogue between the European trade union movement and the academic and research community. It contributes research findings on issues of strategic relevance for trade unions, in particular with regard to developments at the European level. Transfer publishes original peer-reviewed research on issues such as new developments in industrial relations, social policy, and labour market developments.

The 7th European Regional Congress of the International Industrial Relations Association (IIRA) was held in Lisbon from 7 to 11 September 2004. The theme of this important triennial event in the European industrial relations calendar was The Future of Work in Europe – Market, Economic and Social Cohesion. Under this overall theme, the topics discussed, papers presented and issues raised ranged across all the current employment, workplace and social policy debates at the European, international and national levels. This Congress is also important as it was the first major opportunity for the industrial relations community, both academics and practitioners, to come together following the enlargement of the European Union in May 2004.
