
Cross-border management needscross-border democracy at work
Article 27 of the European Charter of Fundamental Rights is very clear: ‘Workers or their representatives must, at the appropriate levels, be guaranteed information and consultation in good time in the cases and under the conditions provided for by Community law and national laws and practices’.
Moreover, the Charter specifies that this right must be exercised ‘at the appropriate level’. In multinational companies, the relevant level is therefore the European (or even global) one, which means that effective European level institutions are needed to put this fundamental right into effect. As shown in Figures 4.20 and 4.21, there is agreat deal of variation in the exercise of democracy at work, both between and within countries.
